Pleasanton National Little LeagueRule Tips This tip deals with intentional walks (Regulation VI, Part C, Note 1) Before a pitch is delivered to the batter, the catcher must inform the umpire-in-chief that the defensive team wishes to give the batter an intentional base-on-balls. The umpire-in-chief waves the batter to first base. The ball is dead. There seems to be some confusion on the above Note and it's application. Quite simply put if a pitch is delivered to a batter and the defensive team then decides to walk that batter the pitcher must continue to pitch to that batter until four (4) pitches are delivered outside the strike zone. Of course, any pitch delivered to a batter is counted on that pitchers total for that game. If a manager/coach wants to intentionally walk a batter without his/her pitcher being charged for pitches delivered, he/she must inform the umpire-in-chief (home plate umpire) that they want to walk that batter. The umpire will call time and send that batter to first base. Any runners on base when that happens will be frozen to their base unless forced to advance because of the batter being waved to first base.
