Pitch Count Recording Process
As mandated by Little League Baseball®, PNLL will institute the pitch count regulation beginning in 2007. We will create a process to:
- Protect the health and safety of our players
- Ensure an accurate record of each pitcher’s pitch count
- Determine each pitcher’s availability for their next game, and
- Create an unquestioned spirit of sportsmanship and integrity
For Majors, Minor AAA, and Minor AA levels, the following will apply:
- Before each game, an official scorekeeper will be identified and will record each pitch thrown. This will be considered the official pitch count for the game.
- An official line up card will be submitted and include each available pitcher on a team’s roster for that game, along with the team’s Pitcher Eligibility Tracking Form (download).
- The eligibility tracking form will be considered a living document. Therefore, every team will maintain a current eligibility tracking form. The manager is responsible for completing it accurately and in its entirety. After each game, the official scorekeeper will update the form (including his or her signature), and return it to the manager. Opposing manager signatures will not be required on each teams’ tracking form.
- Each team will be responsible for maintaining a pitch count record for each of their pitchers. It is encouraged that they also record the pitch counts of their opponents’ pitchers. Managers, coaches and their designated pitch counter are obligated to know the pitch count regulation (download).
- Managers or an assistant coach (not a parent) should use the official scorekeeper as a resource to compare or verify the team’s pitch count with the official pitch count. As noted above, the official scorekeeper’s pitch count will be considered the official pitch count for the game.
- Upon completion of the game, each manager will complete his or her Pitcher Eligibility Tracking Form and maintain the current and complete form until it is presented for the next game.

- All other pitch count rules within the official regulation will apply.
For Juniors, the following will apply:
- Before each game, an official scorekeeper will be identified and will record each pitch thrown. This will be considered the official pitch count for the game.
- An official line up card will be submitted and include each available pitcher on a team’s roster for that game, along with the team’s Pitcher Eligibility Tracking Form (download).
- Each team will be responsible for maintaining a pitch count record for each of their pitchers. It is encouraged that they also record the pitch counts of their opponents’ pitchers.
- Upon completion of the game, each manager will submit a completed Pitcher Eligibility Tracking Form. They will carry it with them to be used for their next game.
- All other pitch count rules within the official regulation will apply.
This regulation has been implemented to aid in protecting our young pitching arms. While it is helpful in doing so, there is no replacement for good judgment by managers and coaches in determining how long a player should pitch and what pitches are thrown.
As a reminder:
- Teaching a player proper throwing mechanics will limit the risk of injury
- Talk to your pitcher - build trust so that they will tell you when their arm is sore
- No game is worth the risk of injury, no matter how big the stakes seem to be
- Little League and many experts recommend players do not throw breaking balls before the age of 14
